What is the Military Skills Test Waiver Program?

Did you know over 40,000 military service members have opted into the FMCSA’s Military Skills Test Waiver Program?


This program allows service members with two years of experience operating heavy military vehicles to get their CDL without taking the driving/skills test. It is designed to recognize the skills and training that military personnel acquire during their service which may apply to the requirements for obtaining a CDL.


Please note that the written/knowledge test for receiving a CDL CANNOT be waived. The waiver generally applies to the basic CDL skills test. If an individual is seeking additional CDL endorsements, such as hazardous materials (HazMat), they must take additional tests.


Who is eligible for the program?

According to the FMCSA, “Military personnel can use the skills test waiver if currently licensed and are or were employed within the past year (12 months) in a military position requiring the operation of a military motor vehicle equivalent to a commercial motor vehicle” (FMCSA). The applicant must have a safe driving record and two years of operating experience to qualify.


How can you apply?

You may be eligible to apply to the waiver program if you are a veteran or active duty service member with heavy equipment experience. You can apply by:


  • Submitting the form alongside a standard CDL application to your local Secretary of State or DMV (wherever you get your driver’s license). This program is available in every state, but be sure to check with your state for the most up-to-date information regarding the Military Skills Test Waiver Program.
